For those who don’t know SAAS is the government body responsible for withholding as much cash as possible instead of dishing it out to students in Scotland to pay things like course fees, and buy things like food.
Yes, you guessed it. It’s a complaint.
A few weeks ago I filled out their exhaustive online application. This took about 20 minutes and, had I been a dependent, would have gone as far as requesting my parents’ National Insurance numbers. Pretty thorough, it must be said.
Then nothing for almost five weeks until a letter arrived. Prior to this, I was checking the website for an update on my status… which consisted of a page telling me to ring them if I hadn’t had a letter within a month. Great stuff. Very “Web 2.0“. Not.
So this letter duly arrives. “Please fill in form AB10E so we can decide if you are eligible to receive support”. OK, fine. More rubbish.
Date of birth… place of birth… Surname… Address… Parents’ address…
Yes, all previously given in the online application.
Then: Date you became resident in the UK. Reason for entering into the UK. Have you ever paid UK Income Tax? If so, give details.
What. The. Fu…?
Am I reacting a little too harshly when I replied to the “Reason for entering” question with the following:
Mother went into labour. I didn’t really have a choice in the matter.
Or by stating that all the addresses I have lived at since I last entered the UK are “not flipping applicable as I never left”? The fact they give you a small box 7cmx3cm with 5 dotted lines to write down what could be a handful of addresses is a little pathetic also.
Perhaps I have made my point as, instead of giving them my address before taking up residence in the UK, I told them:
I have always been resident on the UK. My parents also. And my grandparents (except for a brief period in 1945 when my paternal grandfather helped storm Normandy). Is this clear enough for you?
As for the income tax question:
I worked, I paid tax. As a British citizen, this is how it works. What details could you possibly need? My national Insurance number is [ahem]. Knock yourself out.
As for the “any other information” box, I just managed to squeeze in:
I am British. I was born British. I have held a British passport since I was around eleven years old. Prior to that I was on my mother’s (British) passport. I have always been ordinarily resident in the UK. I have only been abroad for holidays. I am feeling somewhat annoyed at my nationality being called into question when I made it clear I was British on my initial application.
Given that I’m sending this to a government office, who honestly thinks anyone there will really give a flying fruitbat that all they’re doing is wasting time? I gather from others’ stories that SAAS really suck at their jobs at the best of time. Now I know the depths to which they’ll stoop to try and avoid handing out money which is supposed to be handed out.
Mind you, it seems that withholding money from those who actually need it whilst dolling it out to every Britney, Chantelle and Kylie that comes screaming for it is the British thing nowadays.

Technically you were already in the UK before being born, but ‘parents shagged. i didn’t have much choice’ probably would go down even worse đŸ˜‰
I was going to add that as my mother never even went abroad until I was 11 years old, that even my foetus (and indeed fully half of my genetic make-up) had not even left the country before I was born. But there wasn’t enough space in the box.
that is a shame! was there not extra space for an addendum elsewhere on the form?!
As if they’d do that – that would lend the assumption that they could possibly have made a mistake in sending it…
Along with the postal strikes now hitting us, this means I could be another month with no funding. The uni will be chasing me for my course fees soon. I am not a happy bunny.
I am seriously hoping they have sent you the wrong form, and have sent you one for people from overseas… or else… my word they are complete morons. Hopefully this will be the last of the forms!
They are morons – I know people who’ve worked there temping on holiday jobs and they say the place is completely disorganised. But then, it’s a government department so that’s no real surprise. Given that you need to be ordinarily resident in *Scotland* to receive funding, I’d have understood if the form focussed on that, but it doesn’t. It’s asking about entering the UK.
I’m quite glad I’m not the only one having problems! I’ve just gone into 3rd year so technically all I had to do was tell them of any change of circumstance. Turns out it’s not a good idea to split from your partner. I’ve had to fork out for solicitors to prove we are no longer together, even though they have evidence that we don’t live at the same address. I was informed today that I now need to send them a letter stating why I cannot provide them with his income details. Apparently the fact we are no longer together doesn’t count. I’ve spend over Ă‚Â£200 on phone calls to them since August and it’s still not sorted out.

Hey Pamela – believe me I had to try hard not to swear in my new semi-child-friendly blog when I dealt with SAAS. I haven’t mentioned on here but I tried to ring the useless b******s last week. I gave up after being on hold for 35 minutes to a “local rate” (i.e. overpriced) phone line telling me that my call was important.
Terrible to hear about your phone charges. Have you asked if they have a non-0845 number you can call? After all, what is someone on placement overseas supposed to do as many countries won’t let you call “08…” numbers.

I think I’ve ran out of suitable swear words if I’m honest. They’re all too kind for what I’m feeling toward them at the moment!
As ever, I suppose it’s useless screaming at the poor person who answers… well, if they ever bothered to pick up. After all it’s not them who make decisions. From what I gather, the guy on the phone will just take your details and refer them up to some ape in a suit who’ll shove them on a pile while he sits there wondering if his banana tastes better before or after he’s shoved it up his bum.
Then 8 months later finally send you out a letter completely unrelated to your query.
I did get the privilege of speaking to 3 different people today, including a case manager! Person no 1: We have not received the information you have now sent us on 6 occasions.
Person no 2: We have received it but it’s not the information we need even though it’s what we told you we need.
Person no 3 (case manager!): we have now lost the information that we found 2 minutes ago but if we do find it again, we will not need anything else other than a letter stating why you cannot provide details of your partner’s income…Yes I know there is a letter somewhere confirming your separation but that does not explain why you cannot provide the details.

I think I was well within my rights to scream at them! You couldn’t make it up. I am actually considering going down to the offices but I’d probably end up being charged with assault.

Rant away! That seems to be a bit of a theme on this blog… I wonder if there’s an higher-up body who you can complain to about SAAS? One that might actually *care*.

As ever, forget to pay your taxes and they’re all over you. Mistakes are a criminal offence. Yet try to get the money back off them again later and it’s like getting blood from a non-porous geological monolith.
I have looked into it strangely enough. You have to put in a formal complaint to SAAS who will ‘deal with it internally’ and if you are still not satisfied you can complain to the Ombudsman. The other thing I forgot to add was that they denied receiving an email from me on 20th October even though I have an email from them acknowledging receipt of it They didn’t have an answer for that…Just as well it’s not about anything important like university fees or living expenses…oh, oops guess we won’t be eating for a while yet!
Dealt with internally? Hmm. So if you have an issue, it’s like dealing with the press complaints commission. Which is made up predominantly of editors of major newspapers? (no, really – it is).
I know what you mean about the cash though. If it wasn’t for generous relatives I’d be completely screwed. I have no income and virtually no savings left. If it wasn’t for free rent and board I’d have had to quit the course within a month of starting it as a result of a lack of my funding coming through.
Yes, that’s basically how it works! http://www.saas.gov.uk/complaints.htm Have you talked to anyone at your university about it? I’m not sure if they could do anything but might be worth a try, especially if it affects fee payment.
I usually work but I’ve been signed off for the past couple of months due to a back injury so I’m really starting to panic now. Thankfully my landlord is very understanding, his daughter graduated last year and she had similar problems with them.
Might be a bit of a stretch but would it maybe be worth finding out if anyone else is having the same amount of hassle? I know it’s a very unBritish thing to do, we usually just write angry letters, might not help in your situation!
I may have to dig out the number of the finance office and see what they have to say. I can’t get into the office as I’m at school when it’s open and the fees deadline is the end of this month. Not useful.
Nice to hear your landlord’s not the usual money-grabber. I was planning on putting my student loan into a savings account. The longer I don’t have it, the more I’m losing. Wonder if I can claim back lost interest?
I believe quite a lot of people are suffering. A recall a headline at the weekend that 120,000 students in the UK have yet to receive student loans. Although I was in London so that may have just been England/Wales.
